Information and Referral Service Program (IRS).
In addition, IRS Program aims to improve the employment
opportunities available to job-seekers with disabilities by maintaining a
database of available qualified disabled job seekers, which it is used to
match job-seekers with disabilities to appropriate employment opportunities.
IRS Program also helps persons with disabilities to identify their employment
goal and how to achieve this by providing employment information and job
counseling. In collaboration with NGO partners in the rehabilitation
sector and with private companies, IRS Program has established the Business
Advisory Council (BAC) which aims to increase the number of employment
opportunities for job-seekers with disabilities and to provide advice on
employment issues. Through the work of BAC many job-seekers with disabilities
have received support according to their specific needs in the work place. In

Main Activities: 1. Register New Clients: To become an IRS client, a person with disability has to firstly register with IRS Program. Up to December 2008, about 5,000 persons with disabilities have registered with IRS database. People with disabilities came to IRS with different purposes such as, but not limited to, looking for a job opportunity, pursuing their studies at colleague/ university, extra skill training, advice on the rehabilitation services or other suitable services available to them. The client’s information is entered and stored in the IRS database system and kept as confidential. 2. Counseling Activities: After registration, the IRS Job Placement Counselor will meet individually with the client to help identify his/her knowledge, skills, strengths and particularly his/her needs. Once the client’s objectives have been established they are referred to the suitable services. The Job Placement Counselor also plays an important role with following up the referred clients to job opportunities to see how they are doing and to assist them in solving any problems in the working place.Basic psychological counseling is also conducted to restore the mental status of the clients if they suffer from feeling of hopeless, loneliness or other distress feelings which is common among people with disabilities. 3. Referral Services: Every year hundreds of clients have been referred to get appropriate services. The services that IRS has been referring its clients to are; a. Rehabilitation Centers: IRS works with the rehabilitation centers and can assist in artificial devices and some other appropriate services. The rehabilitation centers and concerned services providers or hospitals that have been providing services for IRS clients are in the following; - Association for Aid and Reliet Wheel Chair (AAR-WC) - Calmette Hospital - Cambodian Development Mission for Disability (CDMD) - Cambodia Trust (CT) - Children’s Surgical Centre - EMERGENCY Hospital - Municipal Referral Hospital - Jeseuit Service Cambodia (JSC) - Kampong Spue Provincial Rehabilitation Center - The National Maternal and Child Health Center - Transcultural Psychosocial Orgnization (TPO) - Veterans International Cambodia (VI)
b. Educational Institutes/Training Centers: IRS is also engaged in a coordination role to assist with scholarships and school fee discount opportunities for students with disabilities from educational institutes and training centers. In this regard, we have received 50% to 100% discount from private universities to help students with disabilities pursue their studies and to achieve Associate Degrees, Bachelor Degrees, or even Master Degrees.
For the academic year 2008-2009, for instant, IRS Program has a great honor to get a full scholarship from Samdech
Dekchor Hun Sen, Prime Minister of the Royal Government of
students with disabilities to continue their study at different private
universities in country to pursue their study to get Bachelor Degrees.

c. Employment Opportunities: In this particular activity clients will be assisted in developing his/her CV or resume and be given advice on how to be a well-prepared candidate for a job interview. Various vacancy opportunities have been offered mainly by businesses and the NGO sectors to IRS Program to look for employees with disabilities to work with them. IRS also acts as a coordinator between employers and employees with disabilities.

Beside the above mentioned services, IRS also refers its clients in areas such as but not limited to: medical check-ups, maternity Care and assistant in legal issues. 4. IRS Basic Training Courses: To improve the living standards of people with disabilities and in assist them entry into society the IRS runs a number of basic training courses, Goal Setting, Job Seeking, and Small Business, each was designed and conducted for trainees with disabilities. The Goal Setting course was designed to assist people with disabilities to set a clear life goal and train them on how to achieve that goal. The Job Seeking course has been conducting for fresh graduated students with disabilities who are looking for a job. This course also helps the trainees to prepare a CV and to be well-prepared candidate for the job interview. The Small Business course has mainly been conducted for any persons with disabilities who are interested in starting a small business on his/her own. This course was also designed to help the trainees to know the types of business, to make a balance sheet and to know how to extend their business. Job Club is a group session arranged to help share work experience from successful employees with disabilities in finding a job to unemployed job seekers with disabilities. b. Job Keeping is being performed to follow up new employees with disabilities at their work place to see how they are doing and providing support when required. |
